Government & Public Sector Websites and Systems in Thailand — Southern Whale digital service for Southern Thailand

A small team that takes public-sector work by the job

Much public-sector IT work isn’t a big project. Sometimes an agency just needs a website staff can update, a leave system instead of paper, or a one-page dashboard for executives. Jobs this size don’t justify a tender, yet they’re hard to staff because large companies rarely take them.

Southern Whale is a small freelance team that takes these individual jobs, sized for specific-method procurement (Section 56 of Thailand’s Public Procurement Act, small-value cases). We don’t bid on large e-bidding projects, so every job gets our full attention.

Who we work with:

  • Provincial and Subdistrict Administrative Organisations (PAO / SAO)
  • City, town and subdistrict municipalities
  • Subdistrict health promotion hospitals, hospitals and hospital networks
  • Government departments and their offices
  • Educational institutions: see school websites and school management systems

Agency websites with ITA / OIT disclosure sections

Agency websites must publish information under the Open Information indicators (OIT) of the Integrity and Transparency Assessment (ITA). The usual problem is that the documents exist but are scattered, linked badly, or hard to find on assessment day.

  • Disclosure sections per topic, matching the list your agency confirms from the latest manual, each with a permanent link
  • Staff add documents themselves: choose the section, attach the file, the date is recorded
  • Procurement notices separated from news and activities
  • Complaint channels and e-Services for citizens

We don’t claim the site makes you pass, and we don’t set criteria ourselves. Our job is to make publishing systematic and findable. See the ITA website checklist (Thai).

Government website standard and accessibility

We follow the Digital Government Development Agency (DGA) website standard guidelines and WCAG accessibility principles: readable, resizable text, sufficient contrast, image descriptions, keyboard use, mobile-friendly layouts, website and privacy policies, and a cookie banner. The back end is usually WordPress, which staff learn quickly.

Internal web apps

System What it does
e-Saraban (electronic correspondence) Register incoming/outgoing letters, route files, search the archive. More in what is an e-Saraban system (Thai)
Leave management Submit leave, approve along the chain of command, track balances
Meeting room booking See free rooms, book rooms and equipment, notify attendees
Repair requests Report with photos, track status, monthly summaries
Complaints Citizens file a case, get a tracking number, staff route and reply
e-Service Online requests for the services your agency offers

Every system has individual accounts, role-based permissions and an edit history.

Dashboards and GIS maps

We build dashboards in Looker Studio, Power BI or custom code, using data the agency already has. For local administrations we build web GIS maps: street lights, roads, water sources, risk points or landmarks, which staff can update with photos.

Hospital systems

  • Queue displays at examination rooms or pharmacy counters
  • Internal dashboards from data supplied by IT or planning staff
  • Internal tools such as equipment repairs, room booking and staff leave

We don’t claim direct integration with HOSxP or government systems. Data is exported or imported as the agency permits, and we keep patient data to the minimum needed.

Specialist trainers

We train agency staff and run courses for the Department of Skill Development: AI for office work, SEO and websites, PDPA basics for websites, and preparing websites for ITA. See our speaker page.

A process that fits government paperwork

  1. Discuss needs over LINE OA or an online meeting
  2. Scope of work (TOR): we draft pages, functions and deliverables for your documents
  3. Quotation based on the agreed scope
  4. Delivery in instalments, each with checkable deliverables
  5. Handover documents and manuals in Thai, with screenshots
  6. Staff training with the people who will run the system
  7. Ongoing care (optional): security updates, backups and support

Domain, hosting, code and data are all in the agency’s name.

Getting started

Message our LINE OA with your agency name, the work needed and the timeline. We’ll put the scope in writing and send a quotation priced on real scope. Or email [email protected].

Frequently asked questions

Do you take small jobs under the specific method?

Yes. We deliberately take job-sized work suited to specific-method procurement: a new website, a redesign or a single internal system. We don't bid on large e-bidding projects; we're a small team and only take work we can do properly.

Will the website make us pass ITA?

We don't guarantee ITA results; scores depend on the agency's actual documents and operations. We organise the OIT disclosure sections to match the topic list your agency confirms from the latest manual, easy to find, dated, and updatable by staff.

Can you help write the TOR?

We can draft the technical scope (pages, functions and deliverables) for your staff to use. Procurement method and regulatory conditions remain the decision of your procurement officer.

Can the system connect to HOSxP or ministry systems?

We don't claim direct integration. Data is exported or imported as the agency permits, for example a file prepared by the hospital IT team, then shown on a queue display or internal dashboard.

Must internal systems run on our own server?

Either way works: a server or hosting in the agency's name, or tools you already use such as Google Workspace or Microsoft 365. We agree this at the start to fit your data policy.

Can delivery be split into instalments?

Yes. Each instalment has deliverables the inspection committee can actually check, such as page designs, a tested system, and manuals with training.

Do you provide trainers for staff?

Yes. Regular topics are AI for office work, SEO, websites, PDPA basics for websites and preparing websites for ITA, for agencies and Department of Skill Development courses, taught hands-on.

How do we request a quotation?

Message our LINE OA with your agency name, the work needed and the timeline. We put the scope in writing and issue a quotation priced on real scope.
